- Detailed conflict avoidance system
- Regular continuing legal education attendance
- Billing procedures and minimal fee suits
- Adequate support staff
- Back-up attorney for sole practitioners

- 11 or more attorneys
- Annual gross billings in excess of $500,000 per attorney
